614th Air Operations Center
Mission. Execute operational command and control of space forces to achieve theater and global objectives.
The Combined Space Operations Center (CSpOC), reports to the Joint Force Space Component Commander (JFSCC) and executes the operational command and control of space forces to achieve theater and global objectives. It operates 24 hours a day, seven days a week; continuously coordinating, planning, integrating, synchronizing and executing space operations; providing tailored space effects on demand to support combatant commanders and accomplishing national security objectives. The CSpOC, National Space Defense Center (NSDC), Joint Overhead Persistent Infrared (OPIR) Planning Center (JOPC), Missile Warning Center (MWC), Joint Navigation Warfare Center (JNWC) and Satellite Communications (SATCOM) Integrated Operations Environment (SIOE) are a synergistic and multi-layered network of defense operations centers supporting JFSCC operations. On behalf of United States Strategic Command (USSTRATCOM), and under the direction of the JFSCC, the CSpOC uses this multi-layered network to coordinate, command and control space effects for geographic theater commanders across the globe — ensuring the right effect or capability is available to theater components at the right place and right time to achieve the theater mission. The CSpOC is also responsible for managing the space and missile defense sensor network, setting prioritization for monitoring more than 23,000 objects in Earth orbit and retasking sensors in real time during contingencies, while ensuring adequate missile warning for national defense.
The 614th Air Operations Center (AOC) is the U.S. Air Force command organization within 14th Air Force that provides the majority of forces needed by JFSCC and USSTRATCOM to accomplish the space operations mission. USSTRATCOM augments the 614 AOC with U.S. Army, Navy, and Marine space personnel. Exchange officers from Australia, Canada, and the United Kingdom also work alongside U.S. personnel to form the CSpOC. Additionally, the CSpOC operations floor hosts a Commercial Integration Cell (CIC) representative to enhance cooperation with commercial partners.
The CSpOC is composed of six elements: Combat Operations Division (COD), Strategy & Plans Division (SPD), Intelligence, Surveillance and Reconnaissance Division (ISRD), 614th Combat Training Squadron (CTS), 614th Air and Space Communications Squadron (ACOMS), and a Commercial Integration Cell (CIC).
COD executes the current tasking order as approved by the JFSCC. This is accomplished through constant monitoring of the space environment, leveraging subordinate command and control capabilities, and integrating with global combatant command operations.
SPD creates near-term and/or crisis action planning to support JFSCC deliberate planning of air, space and cyberspce operations to achieve JFSCC and supported combatant commander obectives. SPD activites are captured in the Joint Space Operations Plan (JSOP), the Space Operations Directive (SOD), Master Space Plan (MSP), Operational Assessment (OA), Joint Space Tasking Orders (JSTO), Special Instructions and JFSCC Standards.
ISRD is integrated into all phases of the operational cycle, providing pertinent space intelligence information to the other divisions in support of the strategy, planning and operations monitoring efforts.
614 CTS provides current and advanced training, standardization and evaluation, system integration and special program support. The 614 CTS has seven flights that accomplish a myriad of support tasks on behalf of the 614 AOC, with training being the largest flight. These support functions include: advanced training, standardization and evaluation, weapons and tactics, system integration, exercises and experimentation, space weather forecasting, and special technical operations support.
614 ACOMS provides mission assurance of CSpOC Command, Control, Communications, Computers and Intelligence systems, enabling theater and global space effects.
CIC is the first-ever collaborative government and industry effort to integrate commercial satellite owner/operators into the CSpOC. This mission partnership enhances cooperation and synergy in the space domain to support coordinated, time-sensitive responses to critical day-to-day and emerging space activities while also increasing the overall resilience of U.S. government space operations.
The CSpOC is co-located with the 18th Space Control Squadron (18 SPCS), which is a tactical unit within the 21st Space Wing (21 SW). The mission of 18 SPCS is to deliver foundation space situational awareness (SSA) to assure global freedom of action in space. Using data provided by the 21 SW’s Space Surveillance Network (SSN), 18 SPCS detects, tracks and identifies all manmade objects transiting to, from, and around the Earth. 18 SPCS currently tracks more than 23,000 objects in orbit, and uses the data to maintain the foundational space catalog and provide a number of spaceflight safety services to the DoD and global space community, such as launch support, conjunction assessment, collision avoidance, and reentry assessment.
