OPERATION LOOKING GLASS

Looking Glass (or Operation Looking Glass) is the historic code name for an airborne command and control center operated by the United States. Referred to as the ABNCP (Airborne National Command Post), it provides command and control of U.S. nuclear forces in the event that ground-based command centers have been destroyed or otherwise rendered inoperable.

In such an event, the general officer aboard the Looking Glass serves as the Airborne Emergency Action Officer (AEAO), and by law assumes the authority of the National Command Authority and could command execution of nuclear attacks. The AEAO is supported by a battle staff of approximately 20 people, with another dozen responsible for the operation of the aircraft systems. The name Looking Glass, which is another name for a mirror, was chosen for the Airborne Command Post because the mission operates in parallel with the underground command post at Offutt AFB, NE.

The USN operates the mission under Fleet Air Reconnaissance Squadron THREE (VQ-3) and Fleet Air Reconnaissance Squadron FOUR (VQ-4).

US STRATEGIC COMMAND

Located at Offutt AFB, NE, U.S. Strategic Command is one of eleven unified combatant commands in the Department of War.

Currently, Admiral Rich Correll is the commander, USSTRATCOM, and serves as the senior commander of unified military forces from all five branches of the military assigned to the command. The USSTRATCOM commander is the leader, steward and advocate of the nation’s strategic capabilities.

USSTRATCOM integrates and coordinates the necessary command and control capability to provide support with the most accurate and timely information for the President, the Secretary of War, other national leadership and combatant commanders.

The mission of USSTRATCOM is to deter strategic attack through a safe, secure, effective, and credible, global combat capability and, when directed, is ready to prevail in conflict. The command enables Joint Force operations and is the combatant command responsible for Strategic Deterrence, Nuclear Operations, Nuclear Command, Control, and Communications (NC3) Enterprise Operations, Joint Electromagnetic Spectrum Operations, Global Strike and Missile Threat Assessment.

USSTRATCOM combines the synergy of the U.S. legacy nuclear command and control mission with responsibility for global strike operations. This dynamic command gives national leadership a unified resource for greater understanding of specific threats around the world and the means to respond to those threats rapidly.
